• Establish the departments of Liberal Arts, Education, and Physical Therapy/Occupational Therapy as centers of excellence.
• Establish and commit to accreditation as a mechanism of attaining excellence in the college.
• Strengthen graduate education and research.
• Identify and establish the context of and improve the quality of and delivery system of extension service.
• Increase graduate’s percentage passing in all government licensure examinations.

• Strict enforcement and adherence to standards of quality education.

• Expand financial assistance to poor but deserving students toward greater access to education.

• Provide for study grants and other student financial assistance programs to all priority program offerings of the college.
• Increase in the number of recipient of scholarship grants and financial assistance by at least 2% annually.
